I think the newest questions get there as they're posted. That's why the front page keeps changing, there are always more and more new questions.

You ask a question, a yahoo person sees it and decides to put it on the front page.
One of my questions got featured a little while ago, and it was a kind of pointless one anyway.

I think they put up the most recently asked questions from each section, and only unresolved questions, but you can email yahooanswers.com to confirm

you have to be at a certain level, (i think at least a 3, but i'm not sure). i think they just pick at random and you have to be lucky. it's got to be relatively thought-provoking to be on the 'masthead'. good luck....
