You need some more info in your question. Are you a citizen of U.S, Canada, UK, etc...? How long will you stay? Do you want to work over there or just visit for a few days? Add some info and you should be able to get a much better answer.

Are you visiting Singapore secretly to check on your husband?
Coz your husband can sponsor on your trip to Singapore.
You have to check with a Singapore consul in your country on how to apply for a tourist visa.
2ndly, If your country is an ASEAN member, you dont need a tourist visa to come here. You will be granted a social visitor pass and will be allowed to stay for 1 - 2 weeks depending on the condition of the pass.

Hi, is your husband working on a work permit? You can always come over on a social visit pass, you probably can get 30-day stay visa-free (for most countries, check the immigration site on www.ica.gov.sg). If you wish to stay longer, you can then apply for a longer stay visa with supporting document from your husband's company. It will not be too difficult. Have a nice stay.
