i improved my own english talking to people on yahoo chats... when you are not sure what does that word or expression means, ask nicely for an explanation, and you will get it

Visit English speaking countries - you can also make a language program there, but - if possible - make sure that there is no-one who speaks your language otherwise it could happen that you would stick only to this person and the whole program would be useless.

Another thing to learn vocabularies is to read English books. It does not matter if you do not understand every word in a sentence, so do not look up every word in a dictionary. You only have to understand the context (otherwise reading a book would become very annoying as you would always stop and look up a phrase etc.).

If it is too expensive for you to travel to an English speaking country, try to enroll in a English program in your home country which is led by a native speaker. Depending on your home country there should be many of those (at least here in Europe you have tons of quite cheap English programs everywhere).

Watch TV.
Start with kid's programs.
Start with basic and when you comprehend what is being shown, move on to programs that 'move' a little faster.
Discovery, nature programs are good as well, they explain while they show what they are all about.
Watch for a little bit everyday instead of hours a day. That way your brain can absorb what you have seen and heard.
Be diverse. Get a thesaurus, that is a book that will give you different words that all mean the same thing, unlike the dictionary which just gives the meaning.
When you go places, talk to people, communicate.

Making friends is the best way. If you have friends who speak english you can speak in a much more relaxed way. Friends will be more patient and teach you things that you will not learn in books. Try to make friends in the area that you are living. If you live in the US be around americans, canada then canidanias and england the engilish. Try not to segregate off into just your own culture.
You can share your culture with them and they can do the same. Find friends with similar interestest. Whatever it is fashion goinging dancing socializing the outdoors. Just be around people socializeing. Read papers magazines and books, watch tv, listen to the radio and go to movies and plays. Mainly being really social helps. That is what I have seen with people here. I know it is hard, but you will find people you can trust.

Just keep doing what you are doing... communicating...

Also try to find a few native speakers that will actively correct you when you make a mistake. This is more difficult to do than you might think...it is easy to start overlooking mistakes when you get to know somene.

A spellcheck before you send anything out will help too.

I commend you for your efforts and your recognition of the importance in learning to communicate well!!
