Any team will get into the world cup or the ODI's only when they have the qualification given by the ICC (International Cricket Council).
I think the team of USA will not take much time to get into the international level as I saw their performance.
I think that they will surely get the chance in the world cup 2011 which is going to be held in India, Pakistan, Srilanka and Bangladesh. They will not play the world cup next year as the schedule and the teams are already decided.
This time ICC introduced 2 new teams they are Bermuda and Ireland.
Hope that USA will be playing the worldcup in year 2011.

They played 2 years before. USA first played in the 2004 Champions Trophy. Their dubut match was against New Zeland.
There are many teams like UAE, Holland, Namibia, Ireland, who debuted long before, but they hardly play afterwards.
