Why do they generally named after Female name?
E.g, Katrina, Monica, Bilis, etc

They started doing this way back when all of the weather forecasters were men, and no one had heard of equal rights for women. They changed it some years ago, so now the genders of the tropical storm names alternate between male and female.

I think after a certain date during the hurricane season, they move on to women's names so they'll have an idea of when during the year it occured even after they just hear the name. But they always start off at A and work there way to Z.

Actually, they are starting to give male names to hurricanes; Hurricane Andrew is the most famous of them. Below is a link to Atlantic hurricane names of the past 6 years.

I would guess they are named by men and giving it a female name makes it sound more foreboding.
Really, could you imagine a hurricane name hurricane Thomas. Makes you think "Do I really need to evacuate?"

They alternate until they pass through the alphabet, then they start on greek letters, as we found out last year.
