It is Irony.
It means that you are judged by what you do in life, and yet Forrest is rich (owns a lot of Apple stock), a national celebrity (cross county running running), a national champion (ping pong), a congressional medal of honor winner, and all american football player, and eventually a father, and yet people still think he is stupid. Look at all he has done by the movies end.

It means that the state of being stupid is equivalent to the actions which are deemed stupid by any source. To dumb it down, if you do stupid things, then you are stupid. I'm guessing you were watching Forrest Gump.
