why can lysol kill 99.9% of germs but cant seem to kill the other .1% ???

It might. It's a liability issue. It kills germs but if a microbiologist should buy a can of lysol and spray it on some nasty stuff and it left a germ, then he could report that Lysol doesn't kill all the germs. So, they're saying that it kills germs but there is a possibility of leaving one.
