If you are able to:
1) obtain an IP Address from the ISP
2) Ping to various sites (like www.yahoo.com)

but browser does not work,

It is most likely a browser problem that could be from:
1) malware
2) Trojan
3) High security setting in the browser
4) Corrupt Browser

Things to do:
1) Update and run a virus and spyware scan
2) Go into IE --> Tools --> Internet Options --> Security --> Default Level (if greyed out, then you are on default/medium level which should let you browse)
3) Browse Test : If it fails, retype another website to see if you could browser to other sites (try www.ge.com)
4) If you can't browse, utilize Windows Explorer (to eliminate IE trojans or corruption)
5) Open up My Computer --> type in the address bar: www.yahoo.com and press Entere
If your windows explorer loads up the page, then you have malware or corruption on IE
6) I would recommend to download another browser in case IE goes bad. Firefox is a good alternative

Sounds like a browser problem. What do you see? When you log on where does your ISP send you? Have you contacted your ISP for help? You may have a conflict or a Trojan. Have you run a V scan?
