If you want an inexpensive, or less expensive cruise, go in the spring when the re-location cruises are in effect. They bring the cruise ships around from the east coast to the west coast via the panama canal, and there are some really good rates available.
Vancouver and Victoria are beautiful any time of year, but the summer is truly spectacular. That's when you are apt to see the most sea life, and all the gardens are in bloom. Victoria has spectacular gardens that you won't want to miss. Are you planning an inside passage cruise up to Prince Rupert? The waters are sheltered, and you'll see wonderful scenery all the way. From Prince Rupert you can take a train over to Banff and the Rocky Mountains, then back to Vancouver and either stay on the train or fly back to LA.
Not that I'm biased or anything, but anytime is a great time to come to Canada.

I assume that you want to come to Vancouver?
The cruise ships don't come here all year round. You can cruise LA to Vancouver in the spring when the cruises switch from doing Mexico runs to Alaska runs. You can also do the opposite trip in the fall going from Vancouver to LA. I think you might prefer to go on an Alaska cruise though. Vancouver is right near the US border, so you don't get to see anything too exciting. However with an Alaska cruise you get to see lot of BC scenery. Also the weather is better in the summer. If you come in the spring or fall, chances are it will be rainy.
