For your blue eyes, brown eyeshadows will make your eyes look great. I really love Revlon eyeshadow quads in Coffee Bean, which has four different shades of brown. Mascara should always be black.
As for lip shades, a color close to, but a bit darker, than your natural lip color is best. Most red shades don't work - trust me I've tried! If you're look for a noticeable lip shade for like a special occasion, try Covergirl Outlast lip color in Coral Rose. But other than that, a good lip gloss will look great.
