Get 2 tin pie plates, fill with assorted junk (old bottle caps, popcorn kernels, pop can tabs, you-name-it) and staple the 2 plates together leaving a hollow centre... wonderful noisemakers. Decorate them with pictures from magazines, pictures cut from used greeting cards, used gift wrap...
Cut strips from papers, magazines, gift wrap & weave them into colourful place mats or coasters. Or cut same items into squares, paste them mosaic style onto a flower pot, or jam jar (to make a vase)...
Cut discarded clothing into pieces & paste onto a rock or brick to make bookends. Or cut into strips & weave into coasters as above.
Use a large plastic beverage bottle to make a terrarium. Fill 1/4 way with soil which has a few bean or flower seeds mixed in, add water & grow.
I could go on forever...

Ah, I used to watch this kids show, when I was a kid of course.... anyway it was all about how to use recycled materials to make all kinds of things. All you needed was glue and eyeballs and you could make hand puppets and all manner of neat things. You can use egg cartons to make boats. The Styrofoam ones work well, use the lid as the boat and the bottom as the passengers. You could cut the bumps out or just stick the whole thing in the lid.
Then draw faces on the bumps to make passengers. Glue some hair and stuff on them, cool. I used to float them in puddles. You could use old socks to make sock puppets. If I get more ideas I'll post em, and if I can remember the name of that show I'll let ya know.

Ask your tots to collect as many toilet rolls (the cardboard core of it that is) within 2 weeks. You can make that a fun competition among them if you want.
Use those rolls to construct a caterpillar, train, string puppet, what it is you can imagine and come up with, with lots of colouring and string!
You can also ask them to collect empty Yakult bottles and empty whole egg shells (without the egg inside anymore of course), and use them to make lil' people. For the hair, shred old magazines or newspaper. Clothes? Just cut out the shapes from old unwanted magazines and put them over the Yakult bottle necks.
You can do the same with empty drink cans, empty mineral water bottles, even empty drinking paper cups.
To make tiny masks for decorative purposes, you can make them out of unwanted plastic caps from hot beverage cups.
For a more rustic feel, bring your students on a twigs-and-leaves collecting trip. You can make figurines, small houses, entire mini farms, gardens, and towns out of those treasures from mother nature.
