...because comics USED to be subject to strict censorship regulations in which they were restricted from portraying anything too violent, homosexual, sexy, or anti establishment or anti military... they had to be approved and given a seal of approval... so, the Hulk's pants have to stay on. Otherwise his nudity would be like sticking it to the man, whilst possibly being too sexy for women or too gay for men... plus, nobody wanted a raging, violent green man flashing anyone... I don't know why everyone is so obsessed with his genitalia... just picture a normal one, but meaner and green...

To avoid having too many bushes and shoulders blocking the scenes...it's by the author and illustrator...just to make it easier to write the comic and depict violence...
