The state legislature keeps changing this date. When my kids were starting kindergarten in the early 90's, the date changed from being age 5 by Sept. 10 to being age 5 by July 1.

The state was trying to ensure that students would be ready for school.

Hasn't made much difference, except that in 15 years time there has been a lot of confusion.

At least 5 yrs old before August 1st. See the 2nd page.

In most states the child has to be five. The cutoff date, or when they turn five in the determining factor. This differs from state to state.
