In American pop-culture, butlers are seen as an accessory of the elite. Given such, the assumption is made that such elite servants must come from Europe.

In most television, these European butlers are taken a step further. Mr. Belvadere and Geoffrey (Fresh Prince) both claimed to work for royalty in their prior jobs.

Probably because butlers are a uniquely British invention. But when American 'royalty' (the monied class) wanted something to do with their money, the built castles (Like San Simeon) or mansions, and staffed them with all the British standards -- including the Butler.
There was a certain panache in having a British butler, and Americans, looking for a well-paying job, found that acquiring a British accent helped their prospects enormously. So -- it became a tradition for butlers to be British.
Interestingly enough, you don't hear French butlers, or German butlers, or Scandinavian butlers. They always seem to be British!

because as Americans we believe that we should have a butler rather than be one so of couse they must be from a different country why would anyone who lives in the Land of Opprotunity want to work as a butler for someone else when they can some how work they're way up and get one themselves?

We stereotype all Butlers into being foreign? Lol, I don't know...But if I ever become really rich, I plan on hiring a British butler =D

Stereotyping, nothing more.

I come from England and I can tell you that no one has butlers, it's an untrue stereotype as well.

Maybe the VERY upper crust, the Lords and Earls etc, but I don't think even they do very often any more.

i guess the accent tries to give the impression that the butler is sophisticated
i'm sure not all do in real life.
