Yes, it sounds like the rotors are out of round. If they have enough life left in them, you can have them resurfaced at a local repair shop. Have them measured for thickness, and replace them if they are too thin.

so as that is it? 4 wheel force or the front wheel force? so that you replaced the pads, that is cool. Did you've the rotors machined? Or replace them with new rotors? In a tremendous kind of situations, you may want to purchase new rotors for below a pair funds better than having them machined.

Your rotors are warped (yes)>>maybe,,maybe not<<
BUT
If you have a bad tie rod or ball joint and unbalanced tires this will also make ur steering wheel shake as you apply the brakes
