Sometimes (often!) people are more interested in winning than in peace. The talks become just another weapon against their enemies.

I would say usually because one side isn't looking for peace, they're looking to keep the other guy from blowing them to bits while they build up their forces. In other words, one party comes to the table not concerned with real peace, but just in delaying war until they are ready. Or maybe they are trying to gain as much as possible through negotiation to make the inevitable war easier to win.

Because only one side actually wants to live in peace. Sad, but true.

Humans as a whole were never meant to live peacefully...you want what's mine and i want what's yours, so we fight for it. Peace Talks is the subtle coersion. we talk about what it will take me giving you in order for you to stop bombing my schools (get it?)

if you have to ask. with all the terrorists who want war and start them, there is no peace until they are all dead. n. korea told the u.n. in record history in 45 minutes for the world to go to hell. they were going to make nukes and test missles. you can't stop crazy nut cases like, n. korea, iran, syria, hezbollah, terrorists groups around the world. we are fighting terror in 126 countries and over 20 are at wat with each other.
