im guessing you mean on your top friends, you need to edit them, and choose your top 8,12,16,20,24. you can change all of them. then it will show all of them and who you want there.

Recently on mine I'm not able to have like 24 friends on my page. I think they give you the option to show more top friends once you get enough friends. Get more friends and you can show more on your top friends.

go to the edit friends button and click it a drop down menu will come up giving you different choices to pick from 4,8,12 etc.. hope this helps
