cause i still haven't got my license. i only failed the driving test once, but my birthday is coming up, and the permit is going to expire, so i need to know if it expires what happens?

Yes you do, since you have never obtained a regular license. It's likely you're going to have to take everything all over again.
So I say get to studying.

My brother's permit expired and we thought that he would have to take the written test again but he didn't...

Well...I recommend that on your 18th b-day you take the driving test again. If you fail, retake the permit exam, because once it expires you will have to retake it anyway.
