Do you know of an inside-the-pants pouch that does not require beltloops?

I am traveling to Europe, and looking for an inside-the-pants pouch to keep my valuables (debit card, a few euros, and passport) in. I would wear it in the front, and would like to be able to wear it with skirts or dress pants without it being seen. Any ideas? Do you know where I could get something of the sort?

Can't say that this item would be the most comfortable thing. It's called a leg safe and it's available from Magellan's.
