My rent is about to go up from $855 to $941. I would like to get the managers to agree that I pay $900 but I don't know how to go about writing a letter of that type. What are the rules for negotiating rent? I would like to stay her but I am student and I will definitely feel that increase.

put your name, address, how long you have lived there.
State your requst as to the amount you would like to pay.
Give like 3 reasons, you are a good tenant, you pay on time, like the building and then state that it would be a hardship but you would like to come to an agreement of, and state the amount.
Let them know that you may have to move out if your rent goes up beyond that amount.
