Most likely you saw oak gall. This is caused by intrusions into the tree. There are also gall forming wasps. Google "oak gall" and go to the ento.psu site run by Penn State University.

Those balls are called galls and they are made by wasps and they like to make them in Oak trees. It could have been any of the Oak tree species.

Galls on oak trees are caused by a tiny wasp. It is caused by a reaction between the hormones in the plant and chemicals produced by the insect. Crazy I know, but it is true! Many different oaks are affected by the wasp that causes these galls.
