to put into place laws and other regulations so that everybody is operating from essentially the same undertanding of what can be done and what can't
to fund things that smaller entities (e.g. private and small) couldn't or shouldn't do (e.g. we don't want a private army now do we?)
Public works that benefit all (well mostly) citizens -- e.g. roads, water works, trash, police, fire, schools, etc.
To have a set of people who's job it is to run public services so that WE as citizens don't have to do it ourselves

To have an organized society.
The ideal government is that which is organized on a local, national and international level. Local bodies of 9 elected by secret ballot of everyone 21 and over, to serve for 1 year, which then elects from among itself, a chairperson, vice-chairperson, secretary and treasurer; a national body, elected by elected delegates of the local communities in a country, within which the chairperson, etc. are elected (by secret ballot); then, an international body elected (by secret ballot) by the 9-member national bodies of the world.
The international body serves for 5 years. The international body has a rotating chairmanship among the nine elected members. These members are not answerable to the people who elected them, but rather, to God. So no favors are paid back.
This is the pattern for future government given to us from God, through Baha'u'llah, the Prophet-Founder of the Baha'i Faith, in the Baha'i Writings.
This form of government has been functioning, very successfully, in the Baha'i World, since the '60s. People of all races, nationalities and religious backgrounds successfully organized, united, without war.
As the famous 60s rock group said, "Give peace a chance; you can always go back to war."

It is important to have a level of organization in society. The current level of government involvement in people's lives is excessive. However, without laws there cannot be no safety or security. Laws can only be passed and enforced by a government. The rule of law requires a government.
