I work at the phone company, in the repair department .. lucky shot, huh?
Plug a corded phone into the demarc (that interface box). If you get the buzzing out there, call your phone company. It's on the network and you wont' have to pay for it. If it is NOT buzzing out there ... unplug your phones, modem, etc for 5 minutes. Plug 'em back in one at a time until you find the one that buzzes. If you don't find it, it's in the lines in your house somewhere. In that case, call the phone company, get the lineback/wire maintenance, and have em come look at it.
If it's outside, it could be a wet/exposed cable, the line being too close to an electric line, bugs/squirrels/bees/spiders/birds screwing with the interface, etc. Usually it's "down the road" and you would never know where it was coming from.
If it's inside, your best bet is to get the line maintenance and let the phone company do it.
Also, have you made sure that all of your DSL filters are good? That can cause a HORRENDOUS static. While I'm thinking about it, you may need a house filter. It's installed outside on your house, and it separates the satellite and DSL signals so that they aren't fighting for your line. Check out by the interface and see if there is a smaller box near it. If not, you may need a house filter instead of the small inside filters. Good luck!

In most cases dsl is what causes the buzzing . The phone co. should have given you filters to protect you from this.Also check to be sure that you don't have the wires reversed (a common mistake) sometimes you will find moisture in one or more of the phone jacks. If you open the network interface you should see a phone connection, plug a phone into it , if it works the problem is in the house wiring if it doesn't call the phone company cuz its their problem. if these steps don't help, most phone companies offer a line protection plan for a few dollars a month and the take care of the problems at no charge as long as you have the protection plan. Aussie Mommy's answer was excellent. Here is some additional information:
sometimes a loud buzzing or humming sound is due to actual voltage on the line. In the US, the phone co. puts 90volts DC on the lines to power them (which is why your old bell phones still work during power outages).
If you live in an area with a lot of squirrels, chances are that the nasty buggers have gotten into the splice boxes or chewed into the wires themselves. This causes a lot of noise on the lines. I watched a lineman open my splice box and peanuts poured out of it- the squirrels were using it as a storage place.
So, call the phone company and have them test your lines. They might be able to reduce the noise, if not eliminate it.

It might be a different system in the US, but in the UK if you have DSL you need to have filters on all your phone sockets to separate the DSL noise from the regular phone noise otherwise you get the buzzing you mention.
