Just tell them the truth, you've found a dream job, and you don't want to pass it up. You don't want to hurt anyone, but then again, you have to look out for your own best interests. If it's something you really like, then just go and resign, give a notice if you can. As for your new boss and colleagues being nice people, you've only been there three weeks. You may like them and vice versa, but you probably don't have strong friendships yet. Just say good bye!

The truth is best but its also the way you go about saying it for example.
"sir i have greatly enjoyed my time here with you and my fellow workmates but recently i have been offered the job of my dreams and would be remiss if i let it go. if there is anything i can do to help the transition go smothly i would be happy to help so that we may remain on good terms and keep the door open should i be of service to you at a later point."
this is just an odea of how to get out but make him feel you still care enough to think of later down the track should this other dream job fail you can then return. but in the end its up to you to put it in your own words.

Tell the truth. You have not been in this job long enough to be of a lot of value yet and they will just have to replace you. Be sure to also tell them that you feel badly about leaving so soon and that you like the organization. That way, if you ever decide to come back, they may consider hiring you again.

Always be polite. Do not burn your bridges. You may need your current boss someday.
However, tell him the truth and apologize for the situation and if there is a possibility that you can still work part-time or occasionally for this boss, maybe this can be a compromise.

Hey, just quit the job. No hard feelings, but you are actually doing them a favor. Give them advance notice so they can replace you. 3 weeks is not a long time to offend them.

Where I work, if you are under probation (you should be as you're only 3 weeks into it), you don't have to give any reasons for leaving; on the other hand, the company can also ask you to take a hike without giving you reasons.
