Either has a weak run capacitor, or may need a SPP-6 (hard-start assist). Also, check to insure coils on outside unit are clean. Wash if needed THROUGH the coils, not just the surface.

I own a a/c company and something I have seen also is low voltage coming to your home from the power company.

Pay the $100 , to get your HVAC pro to come check it out for you.

The brushes on the electric motor could be bad or worn armature
