Means that rules don't apply in love and war even if you try. You can't make someone love you or not love you.

well like the quote says all's fair in love and war. basically you have to do whatever it takes to win that love that you long for so much. people can take it in many different ways, me personally i take it as what ever i can do to be with that special someone, just make sure you have good emotiond and honest feelings

It means you do whatever it takes to win! There is no such thing as "fighting dirty" in love or war.
