Words can change the world if they do not fall on deaf ears and are worth listening too.
Action however has more weight it unfortunately is also not retractable and every action has it's consequences.
Talk is usually only helpful when two sides have something to agree upon. If there is no intent to agree by both sides then talk is a moot point except for stall tactics and placating the masses. Talk always leads to some type of Action and sometimes provokes it instead of resolving it.

I believe it was one of Shakespeare's plays where it was said "The pen is mightier than the sword" I believe this is supposed to mean negotiations or communications, like signing a treaty, are sometimes more effective than military action. Unfortunately, I do not have that play here to review the context it was in. But with all due respect to Shakespeare, I believe that actions are more important than words most of the time. This is because too many people just talk and do not do.

I have recently finished reading an research article on how changing the wording of a document changed the users perceptions of the responsibilities attributed to the parties involved. So yes words can change the world and they have a large effect.

Words, and symbols, and music changes the attitudes of majorities around the world. For a few examples since I've been around... Hitler's salute, The Beattles in music, Bill Gates in technology brought to the average household, Ben Laden, the mass murderer of innocent people from 160 nations, all in a few minutes.

Actions always speak louder than words, but the greatest power comes to those who have mastered words. Great example, Hitler. Hitler's rise to power was rooted in his charisma, not his actions, and had he done certain things a little better in his battle plans, he would have conquered the world. Those of action are but puppets to those of words...
