i have seen with my own eyes recycling practices at hawkers centres in singapore coffeeshops in singapore n some restaurants in singapore where i worked as a waiter

Well if you had known of this, you should have reported to the ENV so that proper punishment can be meted out for this unhygiene practices. But then again, most establishments employ cleaners to do the cleaning and they dispose of any leftovers, so your assertion is highly improbable. How long did you work here as a waiter and how many places did you work in? It will be curious that everywhere you go seems to be doing all the wrong thing.

I believe this practice would be uncommon nowadays. Reason being, the cleaners at the hawkers centers and foodcourts are now third-party contractors, not the stall owner or workers themselves. Thus, they pick up your leftover food and simply dump into the common trolley for washing later.

In restaurants, I guess you can never tell...

A restaurant here in Melbourne was recently prosecuted and closed down for doing that.
