There is no age limit to drive in California. You can be 2 years old for all they care. So if you have a racing track in your back yard your toddler can drive.
The limit is on driving on STATE owned roads.
In this case you will have to be 15 1/2 to apply for a license(and therefore be able to drive while taking lessons with another licensed person in a car), and 16 before you can take skills test and drive by yourself. [1]
