Call the health inspector about the bugs; that should do it!

If the bugs are a severe enough problem, you simply take pictures, have in writing your complaint, keep copies, and date everything. Move out. Also find in your lease where it states that parking is included and keep all of your parking reciepts. Move out and if you are ever called into court, you have covered your behind!

You can try subletting if your lease allows for that option.

You can see if any other tenants are having problems and possible join in an effort to get a response from the landlord or management company.

You can report the landlord or management company to the Health Department for the water bug situation provided you have given them notice and reasonable time to resolve the problem.

You can contact an attorney who specializes in tenant rights for your state.

OF course there is no criminal law that is broken to break a lease. And unless the owner agrees to let you out, there can always be a civil law suit for the balance even if you have proof.

1. if you have bugs, spray unless it is in the lease that they spray.

for the parking, you merely sue them for the amount of money it costs to pay for the addiitional parking,
