Not always but in many cases you do. Much of the forest land in America is National Forrest and as such, many areas are free access. But far more of the forest land is privately owned by timber and paper companies in which case you better be careful where you go pitching your tent.

Wow! Your grammar sucks! If you are talking about the U.S. then it depends on where you want to pitch your tent. If you are going to a National Park then you will probably need to check in with the Ranger Station before setting out on your excursion. If it is private property then you must get permission from the owner of that property (especially if they're ol' country boys because you run the risk of getting shot for tresspassing). If the property is owned by the City or State then you will probably have to get a permit. Though places like public parks are owned by the city, you aren't allowed to just go down to the fountain and pop up a tent. There are park laws that strictly prohibit that kind of thing to keep the homeless population from doing just that. These are all just "for your own good" kinds of laws intended to keep people on the straight and narrow. If you get the inclination to go into someones woods and "get your camping on" then go for it. Not too many Department of Natural Resources personnel worry about people settling down for the night. Just don't try and make

Yes, in National Forests you can't just pitch a tent anywhere especially during this time of year when their are lots of forest fires and in some cases the forest may be closed all together. Call your local Forest Service office and find out if their are any restrictions.
