Call them. If you have it in writing...see an attorney.

Did the letter state when you would receive the severance pay? If the time has passed, take the letter to an attorney. You did keep a copy, didn't you?

How long has it been? If I were you, I'd try to contact them. It may have been lost/delayed in the mail.

contact them about it if they are dragging their feet, give them an official notice that you will be contacting the city social services and filing a complaint.
