when our neighbor waters her plants, all her water and dirt comes to our balcony. I think its causing health hazard to our house, and we have kids in our house, which we believe can be harmfull to them. We told her to stop, but she does not stop. Who do we report this to? I live in los angeles.

If you rent, then you contact your landlord and file a complaint.
If you own, then you contact the person who owns/manages the building or contact the City and file a complaint.

1. Send a WRITTEN complaint to your landlord by certified mail, return receipt requested.
2.Send a copy of the complaint to the neighbor.
3. If it does not stop in 30 days, withhold rent until it does. Send your landlord another letter explaining why you are not paying. (You must set aside the rent, though. Don't spend it.) DO NOT tell the landlord you are going to do this in your first letter.
The landlord will threaten you with eviction, but has to go to court to do it. Bring a copy of both letters, along with pictures documenting the problem. Let the judge decide.
If it is a petty thing, you might be evicted. If it is serious, you may be able to break your lease and move. Either way, the bottom line is that the landlord gets to decide which tenant he likes better.

well its tough living in LA sometimes.. you have to be tough back hang a plant on your balcony and spray UP. hahaha Give that punk lady a taste of her own medicine!
Seriously though, don't worry about health hazards, its only muddy water, rain is more harmful than that. You could call the police and file a complaint against her, call it harassment or some nonsense like that, if you bother them enough, they will talk to her. If she still doesnt listen, get a lawyer.

Get some plastic at the hardware store and make a tarp to collect the water. After she waters each day, take down the tarp and collect all the crap that coming down to your balcony. when you have a big 5 gallon bucket full, go to her apartment and lean the bucket up against her door and knock on her door and run like hell. When she opens the door the bucket of water and dirt will pour into her apartment.

It's a little bit of mud when she waters her plants it's not friggen harmful and if you have a problem with it report her to the building superintendent or the building owner/rental management company and have THEM go and talk to her.
It may be ANNOYING but it won't hurt anything.

I agree one hundred% with the answer CAPE gave. issues should be a lot worse than having a neighbour who wears his underclothes on his balcony. From personal journey with a neighbour from hell very last 365 days (do not get me all started on the loopy, disruptive issues she did which had the police and fireplace branch over virtually primary) i am going to assert that i doesn't imagine two times about it and doesn't let it difficulty me.

It depends on where you live...do you have a landlord? Call them and complain. I doubt that it's a health hazard.
