i saw that some computers require no "boot up" when watching DVDs....?

what's it mean?

watching DVDs requires memory and processing power....

It mostly applies to Laptops and a select few new Desktop PC's. It means you can turn on the Laptop's or PC's DVD Player and watch a DVD without actually starting up the PC.

The electronics are on the motherboard, so you can use your DVD or CD without having to turn the computer on.

my computer has a media direct startup which just allows the music files and dvd player to work
