Wasps can. A least some varieties.
I pinned one to a piece of cardboard when a kid, (part of a bug collection), and threw him in the freezer. Whe he thawed, he was most definitely sill alive and kickin'

No. And they do not hibernate.Thay use there body heat to keep warm dooring the winter.
