yes I've read on fetal development pages at about 4.5 months they cry silent in the womb they don't make a sound thou because of the fluid and they are not breathing oxygen.

Not the way we think of crying. Babies don't take their first breath until they are out of the womb. They do feel stress and other emotions, however.

No. In order for the vocal cords to work there has to be air vibrating off of them. And since there is no air in the womb, then no sound.

only in the last 4 -6 weeks of pregnacy...I heard my daughter about 2 weeks before she was born...It was well bizzar

If it feels uncomfortable, I'm sure it does. I'd say this occurs only in the last two-three months.

I don't think they have the ability to cry until they come out

No. Their lungs aren't developed yet and they don't take in air (they're sealed off) until they're born. You can't cry if you can't inhale.
