Man some people are thick
San Diego is not a country neither is Austin and it is not near the coast. Minnesota sheesh the nearest ocean is over 1000 miles away.
Ok where the $ will go far med like or sub tropical climate
Ok The island of Goa, Thailand but just certain parts, Tanerife ( smaller Islands away from drunken tourist) Kos.
See you can have 3 or 4 out of 5 but all 5 not quite the cheapest places are mostly in the tropics the best climates are more expensive.
You will find English speaking people pretty much everywhere except France not because they can't but because they don't care and can't be bothered.
Any places that have medium to low populations will have less crime, and in these paradises most of the crime is imported by tourists.
A absolutely fabulous place is Slovakia or the Czech republic, you can walk the streets even in Prague at night and you feel pretty safe.
They are both very clean, homes are cheap and the few people who don't speak English will sure try to, but aside from the river Danube no ocean for miles and the Climate is very seasonal and distinctive.
Really it's people that make a place So where ever the folks are nice the other things won't matter so much.
Oh and Belize is to die for Cheap English speaking wonderful people nearly zero crime tropical climate but don't tell anyone or all the low lives will ruin it.
Only 260,000 people live in Belize the biggest city Belmopan only has 37,000 The annual salary there is about $2500

Spain, Portugal and Southern France all have a lot of British ex-pats so they have English speaking communities, especially in areas near the sea. They also have a mediterranean climate, reasonably low crime and are quite cheap so are 'US$ friendly'. I think you should move to Spain, it's probably the cheapest of the three.

Try Catalina Island off the coast of California, outside Long Beach. It's still the U.S., but it doesn't feel like it. Very very easy community, laid back, everyone drives bikes or golf carts to get around. Beautiful climate, and since it's an island, it is definitely near a large body of water! Pacific Ocean!

Singapore.

Safe.....Even getting caught saleing drugs gets the death penalty. Strict laws and good law abiding citizens.

Warm all year long. It is an island so there is lots of water.

Everybody I met there speaks English.

It is the best economy in SE Asia and one of the best in the entire continent.

You should go there. I had a vacation and I'd love to go back. I wouldn't mind living there at all.
