No, its the damned world powers (countries like the "great" five).
It is a simple fact that if you want to stay at the top, you have got to have someone to step over.
Sad as it is to say, Africa is the everyone steps over.
All these so-called enlightened European powers, ripped Africa of its natural resources by colonizing them and then deliberately drawing boundaries to break up people and tribes and forcing opposing tribes to live together. They played around with religion and all this was done so that they could stay in power (which they did) and when they left, they seriously screwed up in drawing more boundary lines.
And this is the reason why almost every single nation is Africa is at civil war or they are at war with each other. In almost all of the conflicts, religion is the reason.
The reason Africa is left behind is because it has nothing to offer the world (except maybe slaves, as usual). It has been looted by whites and other Europeans. In fact, it still is. Companies like DeBeer's are still there and it is AMAZING how huge their mines are to dig out diamonds but I don't see Africa getting any better.
The corrupt governments and civil wars are of course funded and further fueled by world powers.
America is the world's largest arms exporter.
In fact, that is one of the very few things that the so great USA exports. Which means that obviously that someone buys them and uses them.
See the movie Lord of War. It shows you explicitly what I am talking about!!!

Their governments. Since government is defined as absolute power over the population, and absolute power corrupts absolutely, there is no such thing as a government that is not corrupt. Africa just has an easier time of being corrupt since most of the money feeding the governments does not originate on their own continent.

Yup...only a matter of time before someone blames the US.....just keep reading you will see. Not like they would blame the nations that had colonies there....like France, Britain, Portugal, Belgium, Germany...nope their not at fault.....while the US never claimed a part of africa and we get blamed. And yet they don't want us to stick our noses in other peoples business.

Most everybody said corruption (mostly correct). Nobody brought up tribal conflict yet.
Many countries in Africa are artificial constructs that date from colonial times and the borders don't reflect the racial / tribal reality.
A case in point would be Rwanda (Tutsi vs. Hutu).

What can they develop? Isn't most of Africa a barren desert?
Wasn't it Sam Kinison who asked the question "Why don't we take all the starving people to where the food is and quit letting them wander the desert pleading with us to feed them?"

Africans generally have shown themselves to be not ready for self-government. We need to re-colonize and bring them along slowly. Also, the national boundaries need to be redrawn with consideration for tribal distributions and friendships.

well... it's two reasons that are symptoms of each other... corruption and a lack of education...
corrupt governments aren't usually focusing on education, so there is no education... and the lack of education leads to leaders who aren't educated and don't value education as well...
harsh cycle...
