Actually the focus on the south is simply a matter of political gain. If the intent was to secure the United States or the United Statesian people the government would secure the ports first. While terrorists can come through the southern border that is unlikely since they can simply fly in via the normal route. Why would any terrorist organization risk the potential of their well trained operatives die in the desert of exhaustion or get caught in a simple immigration raid? that makes no sense.
The terrorists will come like they did before in normal commercial flights from anywhere in the world, most likely Europe. They are almost impossible to stop unless you know who each person that comes into this country is, and that is never going to happen. The materials these terrorists will use to blow up, destroy or terrorize United Statesians will come through the unprotected and unchecked seaports. Millions of containers come in every year, of those only 3% get checked and the plans call for an increase in verifications to 5%. That means that under the worst of circumstances for the terrorists they have 95% chances of getting their stuff through the seaports without as much as a stamp on the doorlocks.
This whole mess about the southern United Statesian border is simply for political reasons.

They are trying to focus on the north, by having people show passports to go over the border (by 2008) - but it's so impractical - the Canada/US border is the longest unprotected border in the world.
Do you know that in some border towns, you can park in one country and walk across the street to shop in the other?
Because of the billions of dollars in trade between the two countries, it's more important to keep up relations than stall thousands of people/goods at the border.

I would like to add to what ELI said.
Any one can get into the US just through a commercial flight and as far as making explosives they can do that with house hold chemicals. It doesn't matter if they were to come in to the US through any of our borders. I would have to say that we are more dependent on the FBI and Homeland Security to watch and monitor the Terrorist activities through out the world and prevent them from coming into fruition. Borders are the least of problems as far as terrorism is concerned.

Canadians don't sneak across the border because their country is much like the U.S. in many ways. The problem with illegal immigration is mostly to the south, from less fortunate countries.

because they aren't worried about terror... I mean bush said he didn't "care" where Osama was... the man that has been at the lead of every terrorist attack against the US in the past 20 years...
we are in a "war on terror" but don't care about the main leader that terrorized us?
as long as they don't catch him... or seal the borders... they can still scare people with terror... and then they say "the other guys don't want to protect you" and people will vote for them, because they aren't really paying attention...

Becaue to the North is a first world country and contrary to many beliefs, is very meticulous in their immigration. What needs to be done is a North American perimetre zone like the E.U. with Canada. We block them out, the U.S. suffers lots of economic fallout.
