A planner determines, using historical data of what has sold, what types of product are needed (for instance, women's clothing- x amount of long skirts, x amount of tank tops) for a season. A buyer then makes the actual purchases from a wholesale vendor, by reviewing their product offerings, the numbers given by the planner, and their own experiences and historical data (Marc Jacobs tops were a best seller last year, so we'll be sure to place a large order. MIchael stars longsleeve tees were a worst seller, we'll order less of those). They are "buying" from a vendor so the company can then sell goods to the customer.

buyer is the one who purchases all the clothes and such for the retail outlet. they negotiate prices and terms for the purchase, follow through with delivery, forecast marketing trends and swtiches purchase amounts to coincide with them. they pick and retain memberships with the vendors, make all the contacts regarding that matter. and overall supplies the company with the products it needs to sell.
you'll hear the term purchasing as well within this field, difference between them is that purchasing is place an order from a catalog and track shipment. buyers mainly do the negotiating and forecasting so it's more in depth and requires more education and exp than purchasing does.
