You can be your own boss! If you like animals, set up a pet sitting business. You have to know how to care for the animals and be responsible for the persons pet and home. See what other services like that charge and price yourself accordingly. Then make up some cool flyers with your services listed and post at places like Vets offices, Post Office, etc.
Or you can do odd jobs for the elderly. Some need help grocery shopping, others need help with light housekeeping or meal preparation.
Or a gardening business, cut lawns, water, pull weeds.
Babysit for kids, maybe set up a mini childcare, but first check the ordinances in your city/state for that.

When I was your age, I had a dog-walking service. I put up flyers advertising my service and charged a fee for each 20 minute walk. I also would give the dog a bath or brushing for an extra fee. I got so I would get 4 or 5 dogs at once and I made tons of money the summer I did that. One person let me "dog-sit" for a few weeks while they went on vacation and paid me very well to feed and walk the dog a couple times a day.

Offer to clean window sills and wash windows, clean gutters, mow lawns, babysit, build a neighborhood reputation of being helpful and put fliers out and you'd be amazed at how many opportunities will come your way.
I'd LOVE it it a nice 13 year old neighbor kid would clean all my windows, screens and sills. I'd pay $50 for the package...I have 40 windows on a single story house. Are you in LA, CA...can you ride your bike over? I'd throw in a subway lunch.
Car wahing, detailing, waxing the car & boats? Gosh, I have a ton of stuff for you to do!

A paper route is basically your only option becaause frankly at your age you're not supposed to work. I believe you donm't get a real workers permit until 14. Besides, I don't know too many people that would hire a 13 year old.
You could always babysit or watch a neighbor's house/garden/pets. That's always good, easy money. =)

There is babysitting, doing odd jobs around the neighborhood, walking dogs, doing extra chores around the house, and the ever popular washing cars. I used to hire my nephew all the time to do things like clean the gutters, and other small odd jobs.

Mowing the yard or baby-sitting are probably your best options.
If you do pick baby-sitting, think about taking a first-aid course or baby-sitting course first. Most places offer them fairly low cost and it will help you get more jobs, because you have more training and know what to do.

Baby sit that's what I did when I was 13.
You can take care of a baby, would be good practice.
Your mother would be there to supervise and make sure you did it right. It would be good training. Just make sure you are the one who takes care of the baby. Not her
