I think there is a general stereotyping going on with the two ethnicities you mentioned. But I dont believe it to be true.

According to the Definitive Penis Size Survey, the mean length while erect was:
164 mm (6.5 in) for caucasian men
155 mm (6.1 in) for black men
149 mm (5.9 in) for hispanic men
140 mm (5.5 in) for asian men.
The Survey done by JackinWorld found averages of :
6.26 inches (159 mm) for europeans/whites
6.49 inches (165 mm) for african americans
6.03 (153 mm) for hispanics
5.50 inches (140 mm) for asian/pacific islanders

According to my own statistics... it definitely is.
