Americans in Lebanon are being charged a fee to flee and I was just wondering if that has always been the case in the past.

There was no rescue. The whole event was a publicity stunt designed to show off the U.S. military against a tiny poor country, which had an independent and democratically elected government which was unwilling to allow the U.S. to control its policies.

The US military paid the fee. It was called casualties and they paid it with honor.
