i dont know the name of it but i do know that it has thirteen in the title.
in the movie its aobut a girl her life wasnt all to great i guess. she was riding her biking from some hwere and it started to rain, so she went to a phyci place. she finds this green necklace. and she ends up geeting witch powers.
one scen in the movie is she puts on some rock stars jacket and she spins around three times while playing a song and she turns into heer or looks like her. then she goes to this abandoned house with her crush.
antoher scene is that she turns her brother in to appig and ends up puting him in the tub with bubbles.

I know exactly what movie you are talking about I just can not remember what it is called. She also has a dorky girlfriend with dark hair that rides a bike too. Brad the guy that she wants is hot and drives a older version mustang. She wants to become popular and she ends up developing her powers on her 16th birthday. She goes to the rock stars concert and gets the jacket from her. The old lady from Poltergeist is her mentor which is a witch as well. I remember the song that comes to mind, "It's never gonna be the same again" in the movie. Same movie right, yeah. Oh yeah, it is Teen Witch.
