The government doesn't charge to evacuate "Americans" from war zones. Benefit of US citizenship and paying taxes.
"United Statesians" Is that your new PC term for Americans as not to offend other North and south American residents? Trust me no one else wants to be called Americans so I think we can use it guilt free.

The gov't requires the people evacuated the cost of airfare and $1...it is actually law that was part of a bill passed in 2003
