For starters there are Native American tribes that still do traditional ceremonial dances. The tribes are not a past tense sort of thing as they have yet to dissappear.

Yes I'm sure there are groups and orgs, that want to teach people about the meanings of their dances. This will probably include the availability of lessons too.

If you're not Native American then you shouldnt attempt a Rain Dance. It will only create the opposite effect. You'll cause severe droughts in the area. We don't need that right now! So, if you're not Native dont try it!... besides, those of us who are actually Native American will only point & laugh at your attempts...

I'm not sure if there is a way for you to take lessons, but you can visit Cherokee North Carolina and watch Unto These Hills and see how a lot of Native American tribal dances are done.

First of all are you Native American? If not do not do it. Second if you are not Native American there are other ways to ask for rain. Whatever god, gods, godess you believe in pray to them for rain. Really focus on rain.
Do it in a group if possible such as at church or other place of worship.

You can go through the motions, do a little research on native American culture and belief.. I am sure you will find a bunch if you just Google "Rain Dance"

Myself, I prefer to "Rain Man" like Dustin Hoffman....10 minutes to Wopner, yeah, defiantly ....these aren't my underwear, I get my underwear at K-Mart, yeah, K-mart...dad used to let me drive slow on the driveway...
