It means you stick to your own group. Birds of a feather flock together. I feel more secure around people like me than I do when I'm around people not like me.

I don't have an opinion either way, just trying to answer your question:
I think they mean that if statistically 80% percent of bombers have been one ethnic group, and one religion - that when they are trying identify bombers in a group of people they start with people that fit the group that statistically matches. Since on average the most times that would be right when they do catch some one.
That doesn't mean they expect everyone of that ethnic and religious group is a bomber. It just means when they do find a bomber 80% of the time it is from that group, that is why they start there.

well it would allow you to put resources into looking at the people most likely to be causing a problem; for example the old lady or kid getting searched and all their luggage searched at the airport...might not be great but most terrorism is done by middle eastern men in their 20's . It would make much more sense to, while not ignoring others, to look at your most likely person to cause a crime.

the no. can't lie. If a certain group are causing must of the trouble and you keep an eye on them you will have less trouble. One must remember to look at everybody else too.
