Definately. Anything that deters a driver's attention away from the task at hand is a distraction. Do I think it is too much of a distraction that it should be banned? No! Many people do this for healing, closure and even to make a statement to other drivers about the dangers of the distractions that really will cause fatalities.

I don't think they're a distraction necessarily, but I don't agree with them. Just because that's where someone was in an accident doesn't necessarily mean that that's where they died. I, personally, would not want the side of the road to be glorified by my death. That's what cemetaries and funerals are for!
