Nitrous oxygen.
A little pricey to add to a Neon, but it'll definitely make it faster.

depends on how much you want to spend.
typically switching to a ram air system will add 10 to 15% more horsepower, you can also add a high performance exhaust system to it which will also boost horsepower by about the same percentage. However, different state and city laws prevent you from doing too much to the exhaust system depending upon where you live. There are also other modifications, that get more expensive as you go, just depends upon what you want to get in to.

Just go a performance shop and they'll show you what you can get for your budyet. That's a very difficult question to answer, because the sky is the limit on this one. You can even replace the body panels, such as the hood, bumpers, etc. out of lighter material, exhaust, etc. but it'll all cost, so it's better to see for yourself what's worth while to you, though it'll tons of fun !!!

is there any way you could trade it in or buy a new car?
try Acura RSX baby!

the only dodge i ride is a dodge ram4x4 3500 or my bros viper.
get rid of the piece of junk and get something japanese. you wont regret it.

and if i were you, i definetly would not buy a muffler, i made that mistake once, and all it did was create noise, kinda like the mexicans on the street!haha, suckers.

Don;t forget about the on-board computer. You can buy a high-performance chipset that will allow a higher RPM, top speed and other essentials such as spark advance, mixture etc.
i would start there and work your way up.
It would be bad if you put on peripherals and the computer chip kept them bogged down.

A better question and a cheaper way to make it faster is:

What can you take off your car to make it faster?

You need to take some of the weight out of your car it will make it faster.

cold air intake and a new exhaust system. If you don't want to get too complicated with the exhaust, you can just get a new muffler and get a few extra HP out of it.
