It depends on the mind and the number of instructions it is currently processing. Some minds are like IBM compatibles, and some like Apple compatibles. This difference is most noticable between males and females. They both receive input from the same source, but process the information differently.

Hormones and other chemicals can also have an effect on the speed of processing. If you are experiencing strong emotions, your body is releasing chemicals that can either help or hinder the processing speed. If you are feeling "in love," your processing will probably be slower. If you are feeling "excited", or "in danger," your speed may be increased.

That depends on the mind doing the processing! Some people are slow and others are pretty quick. Me, I'm in the quick category. : )
